Importing a car from Korea to Russia: duty, recycling fee, transit and the turn-key total
For Russia we quote a full turn-key total: the Korean costs, the broker and delivery to the city are known. Every rate below comes from a law in force, with the date it was checked.

How long does a car from Korea take to reach Russia
From purchase to handover in Vladivostok, 30–45 days. The sea leg Pusan — Vladivostok is 3–10 days, clearance in Vladivostok 5–14 days, purchase and preparation in Korea 10–14 days. Add delivery to Moscow: 20–30 days by road, 20–40 by rail. These are guides, not commitments.
The legs up to Vladivostok add up to 18–38 days. The total of 30–45 days is longer: it includes the queue at the port and the wait for shipping.

- Nobody publishes a rail transit time to Novosibirsk: the one carrier with a price for that leg does not state one, and the 20–40 days to Moscow are a different leg that cannot be moved here.
What is the import duty on a car from Korea to Russia in 2026
For a private person importing for personal use it is the EAEU single rate: for a car aged 3 to 5 years, €1.5–3.6 per cm³ by displacement, with VAT and excise already inside it. For 1.6 l it is 2.5 €/cm³, for 2.0 l 2.7 €/cm³, for 2.5 l 3.0 €/cm³. The recycling fee and the clearance fee are charged on top.
Duty = displacement in cm³ × the rate per cm³ for the age group. A car under three years old is counted differently: a percentage of the value, but not less than the rate per cm³ — whichever is greater.
Worked example: a BMW 420i, 1,998 cm³, four years old. 1,998 × 2.7 € comes to ₽506,676.

What is the Russian recycling fee on a car from Korea in 2026
For a private person it is ₽20,000 × a coefficient. Up to 160 hp inclusive the coefficient is the privileged 0.26 and the fee is ₽5,200 at any displacement up to 3,000 cm³. Above 160 hp it jumps: 2.0 l at 184 hp is ₽1,492,800, 2.5 l at 304 hp is ₽3,770,400. 160 hp is the threshold that matters in Russia.
The fee = base rate ₽20,000 × a coefficient from point 4 of section I of the schedule, read off the intersection of displacement (5 bands) and power (16 bands). For a car over three years old, the «more than 3 years» column applies.
Encar does not show engine power — not in the car card, not in the inspection report. So we ask you for it and do not guess it from the trim name: an error can cost hundreds of thousands of roubles.

- If the displacement is over 3,000 cm³, there is no 0.26 privilege at any power: the schedule has no privileged rows for such cars.
- The privilege has conditions beyond power. The car must be imported by a private person for personal use, duties paid at the single rates, the car registered to the payer within 12 months, and at least 12 months must have passed since the last such import — that is, no more than one car a year per person. Sell it inside 12 months and you pay the difference up to the commercial grid.
- Clearing the car in Kazakhstan or Kyrgyzstan defers the privilege. If the release for free circulation was not decided by the Russian customs, the personal-import coefficients apply only 12 months after that release. The «bring it through Kyrgyzstan and save» route closed on 01.04.2026: a personal import from an EAEU country is now treated as commercial.
What does it cost to bring a car from Korea to Russia — examples
Three cars priced in full: a Hyundai Avante 1.6 at ₽1,790,466 in Vladivostok, a BMW 420i at ₽4,137,706, a Genesis GV80 2.5T at ₽8,371,276. Of those sums the state takes ₽385,346, ₽2,013,017 and ₽4,492,441. The gap between the first two is almost entirely the recycling fee: ₽1,492,800 against ₽5,200.

- The customs value is taken to equal the Encar asking price. Dealer parking and the Korean costs are not included in it. If customs require freight to be included, the duty and the fees go up.
- Delivery in the examples is zero: the car is handed over in Vladivostok, and that is already in the total. Delivery to other cities is in the table below. It is always a range, because carriers charge different prices.
What does delivery from Vladivostok to my city cost
Vladivostok is the handover point and getting there is already in the total. Beyond it: Moscow by road at ₽130,000 – ₽199,900 in 20–30 days, or by rail at ₽160,000 – ₽255,000 in 20–40. Novosibirsk, Yekaterinburg and Krasnodar are in the table. Prices come from carriers' price lists. Where there is a range, the exact price depends on the carrier.
To Yekaterinburg, a car transporter and a rail container differ in price by almost two times, and in time too. We do not give an average price: choose a method and we will price it.

What else will I pay in Russia, and what is not in your figures
SBKTS, ERA-GLONASS and the electronic title are paid services, and the price depends on the provider. They are not in the totals above; we will quote them separately. A commercial import is counted differently: the EAEU common tariff plus VAT at 22% plus excise by power.
Excise by power in 2026: up to 90 hp — 0 ₽, 90–150 — 64 ₽ per hp, 150–200 — 613 ₽, 200–300 — 1,004 ₽, 300–400 — 1,711 ₽, 400–500 — 1,771 ₽, over 500 — 1,829 ₽. There are no 2029 rates in the tax code: article 193 sets columns for 2026–2028 only.
What is the duty on an electric car from Korea to Russia
Russia has no relief for electric cars: the EAEU decisions on them did not cover Russia. The duty is 15 % of the customs value under code 8703 80 000 3, and on a personal import it is charged as a combined payment. VAT at 22% and excise by power are paid on top. For a combustion car they are inside the single rate.
An electric car's recycling fee is read off its own grid — power only, no displacement. The first power boundary there is different: 58.84 kW, about 80 hp.

Without these details we cannot prepare the documents: full name in Latin letters, passport details, citizenship with address and phone, the delivery city, and engine power in horsepower. We ask for power separately because Encar does not show it, and both the recycling fee and excise depend on it.

What do you do and what is left to me
We buy the car on Encar, inspect it, store it at the dealer, ship it out of Pusan and issue the document set: the agency contract with its annex, the invoice, the carlist and the stevedores' card. Five inspection trips within 50 km of Gyeonggi-do are included. Customs clearance in the destination country is done by a broker.
