Importing a car from Korea to Azerbaijan: 15% duty, excise by displacement, 18% VAT

Azerbaijan is not in the EAEU and there is no single rate here: duty, excise and VAT are charged separately. We take the manat rate from the Central Bank of Russia and the National Bank of Kazakhstan. Customs uses the CBAR rate, so the total may differ slightly from the customs bill.

What is the import duty on a car from Korea to Azerbaijan in 2026

Azerbaijan is not in the EAEU and there is no single rate: duty, excise and VAT are charged separately. The duty is 15% of the customs value but not less than €0.6/cm³ under 3 years, €1.0/cm³ under 5 and €5.0/cm³ over 5. Excise is charged by engine displacement. VAT is 18% on top.

Duty = the greater of two: 15% of the customs value, or the floor in euro per cm³ for the age band. VAT = 18% × (customs value + duty + excise): both duty and excise are in the base. The clearance fee is not in the VAT base.

The 0.15% charge (other sites quote it as «≈0.3% of CIF») was abolished in 2001; we do not include it.

What is the excise on a car from Korea to Azerbaijan

Excise is charged by engine displacement and by nothing else. Up to 2,000 cm³ it is 0.30 manat per cm³; above that the scale steps up. On our three cars it comes to ₼479.40, ₼599.40 and ₼3,085. Over 7 years the sums are multiplied by 1.5 for petrol and 2.0 for diesel.

For a displacement over 3,000 cm³ combined with an age over three years, a separate and higher scale applies. Excise is set in manat per cubic centimetre, so no exchange rate enters it at all — unlike the duty and VAT, where the customs value has to be converted into manat first.

Displacement, cm³Amount
up to 2,000₼0.30 per cm³
2,000–3,000₼600 + ₼5 per cm³ above 2,000
3,000–4,000₼5,600 + ₼13 per cm³ above 3,000
4,000–5,000₼18,600 + ₼35 per cm³ above 4,000
over 5,000₼53,600 + ₼70 per cm³ above 5,000

What percentage of the price will Azerbaijan take

The state charges resolve exactly, without a rate: total to the state = 35.7% of the customs value, plus 1.18 × excise, plus fees. The duty is 15% of the value and VAT is 18% of 115% of the value — that is 15% + 20.7% = 35.7% — and the excise carries a 18% mark-up.

All three of our cars are 3 to 5 years old, and the €1.0/cm³ floor does not bite on any of them: 15% of the value comes out 1.2 times the floor on the Avante, 1.5 on the BMW and 2.3 on the GV80. So the duty on all three is exactly 15%. On a cheaper or older car the floor starts to apply, and then the duty is read off it.

There is no turn-key total here: we are still confirming the Korean costs, the broker and delivery in Azerbaijan. The state charges are calculated in full.

We take the manat rate from the Central Bank of Russia and the National Bank of Kazakhstan. Customs uses the CBAR rate on the day of clearance. The manat is pegged to the dollar, so the difference is a fraction of a percent.

  • On top of the scale there are two flat charges: ₼30 per declaration sheet and ₼30 for the certificate of registration of an imported vehicle. Clearance outside working hours or away from the customs post is charged double.

Which cars will not get into Azerbaijan

Importing passenger cars older than 10 years is prohibited; in 2026 that means model year 2016 and newer. ABS, at least one airbag and Euro-4 or better are compulsory. Important: after five years the €5.0 per cm³ floor is almost always more than 15% of a Korean used car's price.

For 2.0 l the €5.0/cm³ floor works out at about €10,000 of duty. Azerbaijan makes sense only under five years, even though the formal limit is 10.

What does it cost to bring a car from Korea to Azerbaijan — examples

The state takes ₼9,121 on a Hyundai Avante 1.6, ₼14,465 on a BMW 420i and ₼30,159 on a Genesis GV80 2.5T. Each of those sums is four charges: 15% duty on the customs value, excise by engine displacement, 18% VAT, and the clearance fees. All three cars are under five years old, so the euro-per-cm³ floor bites on none of them.

  • We will price this once we have delivery and broker rates for this country. The state charges above are complete and checked against the law.
  • The customs value is taken to equal the Encar asking price. Dealer parking and the Korean costs are not included in it. If customs require freight to be included, the duty and the fees go up.
  • Road tax and registration in Baku are level C: we have not yet found the law for them, and the tariff is not checked. So that line is shown separately and enters no total.

What is the duty on an electric car from Korea to Azerbaijan

An electric car goes under its own subheading 8703 80 rather than the age bands of a petrol one. The duty is 0% — but only under three years from the factory build date; over three years it is 15% of the customs value. There are no euro-per-cm³ floors in any band. Excise is nil. VAT at 18% is charged.

Excise is nil: it is charged on engine displacement, and an electric car has none. The VAT exemption from 01.01.2026 covers only factory-built buses; the hybrid relief expired at the same time.

Separately: from 2026 collectors' cars over 40 years old, in original or restored condition, are exempt from VAT, excise and duty.

What do you need from me to start

Full name in Latin letters, passport details, citizenship with address and phone, the delivery city and engine power. Azerbaijan additionally needs the displacement to the cubic centimetre: excise is charged per cm³, and rounding changes the sum.
